Reshape a document around your reading, not the other way round
Which PDF accommodation solves which reading barrier, from reflow and spacing to spoken audio and contrast, and why a scanned page blocks all of them.
The short answer
Start by checking whether the PDF contains real text. If it does, you can change how it is presented: reflow it so type size and line length become yours to set, convert it to spoken audio, or invert its colours. If the page is only an image, none of that works until optical character recognition adds a text layer first.

Most reading advice assumes the document is fine and the reader needs to try harder. For anyone who reads differently, the opposite framing is more useful: the document is a set of choices someone else made about type size, line length, contrast, and column layout, and those choices can be changed.
A PDF makes that harder than it should be. The format was designed to hold a page still, which is exactly what you want for a contract and exactly what you do not want when the type is too small, the lines are too long, or reading by eye is slow and tiring work. The good news is that the barriers are specific, and each one has a specific answer.
First, check whether there is any text to work with
This step decides everything else, and it takes five seconds. Open the PDF and try to select a line of text with the cursor.
If you can highlight individual words, the file has a text layer. Every accommodation below is available to you.
If dragging draws a box across the whole page, you have a picture of a page. There is nothing to enlarge except pixels, nothing to read aloud, and nothing to search. Run it through optical character recognition first to generate a text layer. Match the accommodation to the barrier
Reading tools are usually sold as a bundle, which encourages people to adopt all of them and stick with none. It is more effective to name the barrier first.

Two of these deserve elaboration, because they are the ones people most often skip.
Reflow is the one that unlocks the rest
A PDF page has fixed coordinates. Zooming in makes the glyphs bigger but the page stays the same width, so you end up scrolling sideways to read every line — which is worse than the original problem.
Converting to a reflowable format changes the contract. The text becomes a stream that rewraps to the screen, so type size, font, line spacing, and margins become settings rather than decisions someone made in a layout application years ago. Audio is a comprehension aid, not a fallback
Having a document read aloud is often treated as what you do when reading has failed. In practice it is most useful alongside the text, not instead of it: following the words while hearing them removes the decoding load and leaves attention for the argument.
It is also the fastest way to triage a long document. A first listening pass at a comfortable speed tells you which sections deserve careful reading. Contrast, colour, and the limits of inversion
High contrast is not universally better. Pure black on bright white causes visible fatigue for many readers, and a softer background is a common accommodation. Inverting the page colours is the direct way to change this in a document rather than only in one application's viewer, so the setting travels with the file.
Be aware of the trade-off: inversion is applied to everything on the page, so photographs turn into negatives and diagrams can become unreadable. It works best on text-heavy pages. The colour inversion guide covers when to invert selectively.
Set it up once, not every time
The reason accommodations get abandoned is friction. If adapting a document takes ten minutes, it will not happen on a Tuesday afternoon with a deadline.
Decide your defaults once — your preferred type size and spacing, your reading speed for audio, whether you want inverted colours — and apply the same conversion each time a document arrives. Keep the original PDF alongside the adapted copy, because the original is what you cite, print, and submit, and page numbers in a reflowed version will not match it.
A note on doing this privately: reading accommodations are health information by implication. A document processed in your own browser does not create a record somewhere of what you read or how you need it presented, which is a reasonable thing to prefer for a medical letter, a legal document, or a child's school report.
